Engagement of Consultant Doctors on Contractual basis have been introduced in Metro Railway- Kolkata as per Railway Board's instruction vide No 88/H/2-3/13 of Feb.1993 & 95/H/2-3/12 Pt ? II of 9th July 1997 under the approval of General Manager , Metro Railway Kolkata. Since the Metro Railway organisation has been considered as like as Production unit maximum 3 numbers honorary consultants can be appointed in different dicilipne. In entering in to contracts with honorary consultants only competent and reputed specialists who accept the prescribed terms and conditions should be considered :-
1. Retired railway doctors may however be appointed only in exceptional circumstances with the prior approval of minister of railways on existing terms and conditions for honorary consultant. The number of such retired doctors should not exist 20% of the total no of honorary consultant on the railway / production unit. Further in order to expose railway doctors to different practice and modern development available in the various specialists, there should be frequent changes among the consultant.
2.Period of initial appointment would be from the date the honorary consultant joins duty to 31st March of the succeeding financial year.
3.No Doctor who has complete 70 years of age may be appointed or retained as honorary consultant.
4.No honorary consultant may normally be engaged for more than 7 years.
5.The honorary consultant will be paid conveyance charge @ Rs. 4000.00 per month each .at the divisional / production unit
6.The honorary consultant will be eligible to one set of 1st class complementary pass for self and members of their family available over all Indian Railways per year. They will also be eligible to on additional set of 1st class complementary pass for self alone to enable them to attend various professional conference and specialists meeting.
7.The honorary consultant will normally attend the railway hospital twice a week but may when request by the head of the railway medical institution concerned attend at any time during the day or night in case of emergency.
8.The honorary consultant will not be authorised to issue any certificate either to the employees or to their family members or dependent relatives in their official or private capacity.
